Holly J. Bayne is founder of The Law Office of Bayne and Associates, a Washington, D.C. based law firm specializing in food, drug, device and cosmetic law, with a particular focus on matters involving the regulation of “functional” foods, medical foods, dietary supplements, and botanicals by the Food and Drug Administration, the Federal Trade Commission, Customs and Border Protection and other federal and state regulatory agencies.  Ms. Bayne has successfully represented and defended companies in FDA, FTC and Customs matters, as well as industry self-regulatory proceedings, including the NAD and ERSP. The firm assists clients with a wide range of business and strategic planning issues, including product development, raw materials sourcing, scientific expert retention, drafting and negotiating manufacturing, supply, licensing, and clinical trial agreements for FDA regulated products. Bayne & Associates maintains affiliations with other law firms specializing in advertising and media law and criminal and complex civil litigation.

Ms. Bayne brings a unique blend of industry and marketing experience to the practice of law. Prior to entering law school, Ms. Bayne served as marketing manager for a leading manufacturer of nutritional and herbal supplements and participated in grass-roots and Congressional lobbying efforts in support of industry legislation enacted into law as the Dietary Supplement Health and Education Act of 1994.  Ms. Bayne is admitted to practice law in the District of Columbia and California and is also a member of the American Bar Association. 

Ms. Bayne earned her law degree from the University of San Francisco, where she was awarded Best Oral Argument in Moot Court Competition. She received her undergraduate degree from the University of California at Berkeley, magna cum laude.
